The CromMarine® cylinder head bolts with reference 191523, should be replaced when needed[1], and tightening should be performed in two stages.
Tightening torque settings:

24-29 Nm 18-22 lbf. ft.

88 Nm 64 lbf. ft.
The screws are to be re-torqued after the engine has been warmed up.
Kindly check the second picture that provides the necessary instructions, directly quoted from the Volvo Penta workshop manual.
[1] The cylinder head bolts should be replaced when there are signs of elongation, or cannot be specified if it is already elongated, by checking the "waist" of the bolt. As a rule of thumb, a cylinder head bolt of these Aquamatic series, cannot be re-used more than five times.
